University Traffic and Parking Management

Since July 1, 1989, all private roads in Hong Kong, which include all roads on campus, have been put under the jurisdiction of the amended Road Traffic (Parking on Private Roads) Regulations, Cap 374O (Regulations). With the introduction of the amended Regulations, traffic offences committed on campus are liable to prosecution just the same as those on public roads. The responsibility of parking management on campus rests on the University. This document sets out the University regulations on traffic and parking management and the role of the Security Office in ensuring and enforcing the compliance with these regulations. |

Enforcement
|
|||
All vehicle drivers and road users on campus should acquaint themselves with and follow the statutory requirements under the Road Traffic Ordinance, Cap 374 and its subsidiary legislations, and observe the University regulations on traffic and parking management as set out below and directions given by the University security personnel. The University regulations on traffic and parking management are displayed at entrances to the campus and the webpage of the Security Office. The University may review, amend, or add to these regulations from time to time. |

|||
Campus Ingress and Egress
|
|||
All vehicles should use one of the following recognised means to enter/leave the campus: |
|||
(a) |
Holding a Radio Frequency Identification (RFID) tag and a valid University parking label issued by the Security Office; or |
||
(b) |
Holding a CU Link (in conjunction with a valid University parking label); or |
||
(c) |
Holding an Octopus Card.
|
||
Government vehicles, authorized maintenance vehicles and other vehicles may, upon permission by the Security Office, be permitted to enter/leave the campus. |
|||
|
|||
University Traffic Regulations on Campus
|
|||
Vehicle drivers and road users on campus must comply with both the statutory and University regulations governing traffic and parking management on campus and observe all road signs, speed limits, and ad hoc measures as well as traffic and parking directions given by the University security personnel. |
|||
|
|||
Among other regulations, it is strictly forbidden to: |
|||
(a) |
drive or permit another person to drive without a valid driving licence; |
||
(b) |
drive with a learner’s driving licence; |
||
(c) |
teach driving; |
||
(d) |
operate a vehicle without valid registration with the Government or valid third-party liability insurance; |
||
(e) |
operate a motorcycle without wearing a helmet or carry a passenger not wearing a helmet; and |
||
(f) |
drive or operate a vehicle in such manner deemed irresponsible or dangerous under the Road Traffic Ordinance. |
||
|
|||
Sanctions against Vehicles Violating Regulations
|
|||
When a driver or road user has violated any traffic regulations or there is reasonable doubt as to the road-worthiness of a vehicle, the University security personnel may take one or more actions below: |
|||
|
|||
(a) |
stop the vehicle on the roadside; |
||
(b) |
direct it or cause it to be towed to a designated area; |
||
(c) |
direct it to leave campus; or |
||
(d) |
report to the Security Office for further action as appropriate (e.g. revocation of the vehicle’s University parking label and RFID tag) |
||
|
|||
When stopped, a driver must follow the direction of the University security personnel, but he/she may later complain to the Director of Security and Transport if he/she is dissatisfied with such action. Further review on the appropriate action in handling cases of violation of the University traffic regulations by staff members or students of the University will be referred to the Administrative Affairs Committee (AAC) and the respective College Assembly of Fellows as appropriate. |

|||
The following traffic cases on campus will be referred to the Police for further investigation: |
|||
(a) |
Traffic accident involving injuries to person or animal; |
||
(b) |
Traffic accident involving serious damages to property; |
||
(c) |
Traffic accident causing damage to vehicles concerned only but cannot be settled between the parties; |
||
(d) |
Failing to stop and/or make a report after a traffic accident; |
||
(e) |
Driving without a valid driving licence; |
||
(f) |
Driving with a learner’s driving licence; |
||
(g) |
Driving without a valid third-party liability insurance; |
||
(h) |
Driving an unlicensed vehicle; |
||
(i) |
Dangerous driving; |
||
(j) |
Driving under the influence of alcohol or drugs; and |
||
(k) |
Careless driving. |
||
|
|||
Traffic cases not listed above may also be referred to the Police if the Director of Security and Transport deems it necessary. |
|||
|
|||
Visitor Parking Charges
|
|||
Drivers of visitor vehicles entering the campus must tap their Octopus Cards for payment purposes on the reader at the campus entrance/exit gate before driving through the visitors’ lane. Details are as below: |
|||
|
|||
(a) |
Visitor parking on campus within the first half-hour is free of charge and thereafter is levied at HK$10 per half-hour. HK$20 will be charged for the first hour if parking exceeds half-hour. |
||
(b) |
Visitor vehicles entering the campus with Limited Time Free Parking Coupons issued by respective departments/residents will be exempted from parking fee for the period covered by the coupons. |
||
(c) |
The University reserves the right to refuse entry and parking of visitor vehicles deemed to be unauthorised. |
||
(d) |
The schedule of fees for visitor parking may be revised from time to time as approved by the AAC. |
||
|
|||
Campus Parking Regulations
|
|||
(a) |
Parking on campus will be regulated in accordance with the Road Traffic (Parking on Private Roads) Regulations Cap.374O. |
||
(b) |
Except for permitted vehicles in residential areas, no vehicle is allowed to remain in a parking space on campus for a continuous period of more than 72 hours, excluding Saturdays, Sundays and Public Holidays. |
||
(c) |
Overnight parking of visitor vehicles on campus is not allowed. Except for vehicles which are permitted to park in the car parks of the staff residences, vehicles not displaying a valid University parking label must leave on the same day they enter campus. |
||
(d) |
The University may from time to time designate any place on campus as a restricted parking area by either erecting or placing appropriate road signs or road markings. |
||
(e) |
According to the said Regulations, the University may impound, remove and dispose of any vehicles violating such regulations, and impose a charge on the owner of a detained vehicle according to the rates prescribed by the said Regulations. |
||
(f) |
The Director of Security and Transport or his/her appointed staff has been designated as an authorized officer under Section 5 of the said Regulations. |
||
|
|||
University Parking Labels
|
|||
Only one label may be issued to each staff member/eligible person. Each label can list up to but not more than two vehicle registration numbers. The vehicle must be either a private car or a motorcycle. No commercial goods vehicle will be issued with a label. |

Management of Car Parking Space |
|||
|
|||
Parking Controlled Areas |
|||
(i) |
All roads, parking spaces and car parks on or south of Central Avenue are classified as Controlled Areas for management of parking spaces on campus, where relevant signs are erected to designate different categories of parking areas. |
||
(ii) |
Overnight parking in Controlled Areas is NOT allowed in general, except vehicles with valid “A” or “AR ” labels at designated overnight parking sites on payment of prescribed fees. [See Overnight Parking in Controlled Areas below for details] |
||
|

“Category I” Controlled Areas |
|||
(i) |
Signified by a “Cat. I” signage at entrance to the areas. |
||
(ii) |
Include all covered car parks and some designated open space car parks. |
||
(iii) |
For use by vehicles displaying valid “A”,“AR”,“AM”,“V” or “U” parking labels, while some car parks are also open to specific parking labels (as stated in the signage at the entrance). |

|||
“Category II” Controlled Areas |
|||
(i) |
Signified by a “Cat. II” signage at entrance to the areas. |
||
(ii) |
Include all areas other than “Cat. I” within the Controlled Areas. |
||
(iii) |
Open for use by all vehicles including visitor vehicles. |
||
|
|||
Time-restricted Parking in Controlled Areas |
|||
The car park adjacent to the University Station (Exit A) is a time-restricted “Cat. I” parking area, where parking is restricted to 6 hours on each occasion. |
|||
|
|||
Other Time-restricted Parking in Controlled Areas |
|||
The car park outside the supermarket at John Fulton Centre is a time-restricted “Cat. II” parking area for use by customers of the supermarket and the bank, where parking is restricted to 30 minutes on each occasion. |
|||
|
|||
Overnight Parking in Controlled Areas |
|||
(i) |
Other than those vehicles with specific parking labels permitted for overnight parking at designated locations, overnight parking is NOT allowed in the Controlled Areas. All vehicles must be removed from the Controlled Areas before 3:00 a.m. |
||
(ii) |
Appointees holding “A” or “AR” labels may, after payment of prescribed fees, park the registered car overnight at the designated overnight parking site (Shanghai Fraternity Association Research Services Centre open space car park). Nightly coupons ($20 per night) can be purchased in advance from the Security Office for a period of not more than 7 consecutive days (excluding Saturdays, Sundays and Public Holidays). |
||
(iii) |
Appointees holding “A” or “AR” labels wishing to park the registered car overnight in any of the Controlled Areas (other than the designated overnight parking sites) occasionally for urgent overnight work-related purposes should inform and obtain permission from the Security Office in advance. |
||
|
|||
Other Parking Areas |
|||
(i) |
Other parking areas on campus include: |
||
|
|
o |
residential parking areas, and |
|
|
o |
non-residential parking areas outside the Controlled Areas. |
(ii) |
Residential parking areas are for use by campus residents only. |
||
(iii) |
Non-residential parking areas outside the Controlled Areas are open to all vehicles. Overnight parking may be allowed (for vehicles displaying valid staff parking labels only) at the aforesaid other parking areas for a continuous period of not more than 72 hours (not including Saturdays, Sundays and Public Holidays).
