All requirements stipulated in these Regulations are subject to change as determined by the Senate from time to time.)

Registration |

1.1 |
A student admitted to the MBChB Programme of the University shall pay the fees and register on the respective specified dates. Only under very special circumstances may an applicant who has been offered admission apply for deferment of first registration. Such an application shall be made in writing beforehand for approval by the Registrar. |

A student shall not be registered simultaneously for another course of study or research leading to the award of a degree, diploma or certificate at this University or any other tertiary institution except by prior permission of the Board of the Faculty of Medicine. A student in breach of this regulation shall be required to discontinue studies at the University. |

A student shall not take up any full-time employment, paid or unpaid, during term time except by prior permission of the Board of the Faculty of Medicine. |

A student shall register in the name which appears in his/her Hong Kong Identity Card or passport. Only under very special circumstances may an applicant who has been recommended by the Undergraduate Examinations Board for graduation or has withdrawn from the University apply for change of his/her registered particulars. Such an application shall be made in writing with justification for approval by the Registrar. |

2.0 |
Fees |

2.1 |
The fees prescribed by the University Council shall be payable on dates specified unless prior permission for deferment is obtained. |

2.2 |
A student in arrears shall be subject to fines. Unless written approval is given by the University to defer payment, a student in arrears, whether in part or in full, or who has outstanding fees/fines unpaid, shall be withheld from University services such as course registration and add/drop, application for transcript and certifying letter, graduation assessment, until all outstanding fees/fines are settled. |

2.3 |
Caution money shall be payable as a deposit to make good any outstanding debts to the University incurred in, for example, damages to University property. This sum less any deductions made for outstanding debts shall be refunded on discontinuation or withdrawal of studies at the University. For graduating students, caution money shall be converted into graduation fee, which shall be payable by all students on completion of their studies. |

Transfer Admission |

3.1 |
A student who has successfully completed a study programme of one or more than one year at a medical school whose curriculum is similar and compatible to that of this University may apply for admission to senior years of the MBChB Programme, details are set out in Annex 1. All applications are considered on a case-by-case basis. |

Period of Study |

4.1 |
The normative study period of the MBChB Programme is six years. Students are expected to graduate at the end of the normative study period except for (a) students admitted with Advanced Standing; (b) students granted course and unit exemptions; and (c) students who are permitted by the Board of the Faculty of Medicine and approved by the Registrar for alteration of their periods of study. |

A student shall not repeat any medical year more than once, unless otherwise permitted by the Board of the Faculty of Medicine and approved by the Registrar. |

The maximum study period for the MBChB Programme shall be eight years, which shall include any periods of leave of absence and suspension of studies, but exclude any periods of compulsory military service as required by a student’s nation, unless otherwise permitted by the Board of the Faculty of Medicine and approved by the Registrar, or approved by the Senate. |

A student who has not fulfilled all requirements for graduation and has not passed the relevant examinations beyond the maximum study period above shall be discontinued from the University without receiving a degree. |

5.0 |
Course Withdrawals and Additions |

5.1 |
A student who wishes to apply for withdrawal or addition of course/s after the beginning of the teaching term shall complete the prescribed procedure and within the specified period as determined by the Senate from time to time. |

5.2 |
A student who withdraws from a course without going through the prescribed procedure shall be given a failure grade for the course. |

Major and Minor |

A student who wishes to transfer from the MBChB Programme to another Major Programme shall apply to the transfer-in Major Programme, according to the prescribed procedures and within the specified application period as determined by the Senate from time to time. |

A student who wishes to declare Minor/s or change the current Minor/s shall apply to the Programme/s concerned according to the prescribed procedures and within the specified application period as determined by the Senate from time to time. |

A student may register for one or more Minor Programmes. S/he shall complete (a) the units of courses as prescribed by the Minor Programme/s; and (b) at least two-thirds of Minor requirements at this University. |

7.0 |
Attendance and Absence |

A student who has been absent from class/ required activities for any period shall be responsible for applying to the teaching staff concerned for permission to make up for any required work missed. |

In case of illness necessitating absence exceeding one week, a student shall apply in writing to obtain permission from the Registrar. Such an application shall be accompanied by a certificate signed by the Director of the University Medical Service Office or a registered medical practitioner and shall require the endorsement of the Dean of the Faculty of Medicine. |

A student who wishes to apply for a leave of absence exceeding one week for non-medical reasons shall obtain prior permission from the Registrar through written application. Such an application shall state the reasons for which leave of absence is sought and shall require the endorsement of the Dean of the Faculty of Medicine. |

7.4 |
Under no circumstances shall a student be granted leave of absence for more than two years, except for compulsory military services as provided for in Regulation 4.3. |

A student shall be required to take leave of absence if the condition of his/her health is considered by the Director of the University Medical Service Office as constituting a definite hazard to the University community. At the end of the prescribed period of absence, the student shall obtain a certificate of good health signed by the Director of the University Medical Service Office before s/he can apply to resume studies. |

Assessment and Examination |

A student who for medical or other compelling reasons is unable to sit for any course examination shall apply in writing with documentary evidence at the earliest possible instance but in any case not later than five working days after the examination concerned to the Registrar or the Dean of the Faculty of Medicine (as appropriate) for permission for absence. In the case of illness/injury, the application shall be accompanied by a certificate signed by the Director of the University Medical Service Office or a registered medical practitioner. |

(b) |
If a student’s application for absence is successful, the student may be otherwise assessed at the discretion of the Panel of Examiners/ Examination Committee concerned. A student who is not allowed another assessment or supplementary examination shall have to repeat the course, repeat the year or discontinue studies as recommended by the Panel of Examiners/ Examination Committee. |

9.0 |
University Core and Faculty Package Requirements |

A student admitted to the MBChB Programme shall complete before graduation 39 units of University Core Requirements and 9 units of Faculty Package Requirement as determined by the Senate from time to time with details set out in Annex 2, except for (a) students admitted with Advanced Standing as detailed in Annex 1; and (b) students granted course and unit exemptions. |

A student shall be assessed in every course for which s/he has registered on the basis of his/her performance in the course. Course grades, their standards and converted points used in reporting shall be as follows: |

The grade point average of a student’s course work shall be computed by dividing the total weighted converted points for courses taken by the total number of units attempted inclusive of courses failed, where the weighted converted points are converted points multiplied by the number of units of the course concerned. “DI”/“PA”/“FA” or “P”/“U” grades are for specified courses adopting distinction/pass/failure and pass/failure gradings where other grades are not applicable. |

A student who has gained a grade of “D” or above, “DI”, “PA”, or “P” in a course shall earn the unit/s of that course. However, the unit/s of a course which a student has passed but is required to repeat shall count only once towards the fulfillment of course units. |

A student shall take course examinations, if prescribed by the teaching staff concerned, in the form of written, practical or oral assessment, or any combination thereof. |

A student can be admitted to the GPS in Medicine Year 1, Year 2 or Year 3 of the MBChB Programme. |

A student admitted to the GPS has to complete the MBChB requirements as prescribed in Regulation 10.0 unless otherwise specified (or approved). |

A student shall be required to complete satisfactorily the GPS course requirements as stipulated in the Study Scheme of the MBChB Programme unless otherwise specified (or approved). |

A student who fails to fulfill the prescribed course requirements shall be required to satisfactorily complete remedial work within a prescribed period. |

A student may apply to take an intercalated year after Medicine Year 1 to pursue any local or overseas study programme(s), and/or after Medicine Year 3 to pursue the one-year Master of Science Programme in Research Medicine offered by the Faculty of Medicine if s/he has fulfilled the requirements as stipulated in Regulation 12.0. Such an application shall be subject to approval by the University on a case-by-case basis, taking into account individual circumstances. |

11.6 |
A student shall be required to discontinue the GPS study and continue her/his study of the MBChB Programme: |

if s/he is required to repeat any year of the MBChB Programme; |

if s/he is required to take any three supplementary examinations within the period of study as prescribed in Regulation 4.1; |

|
(c) |
if s/he fails to fulfill the requirements of GPS within the period of study as prescribed in Regulation 4.1; or |

if s/he has been disciplined in accordance with Regulations 17.0 and 18.0. |

The final decision on discontinuation is at the discretion of the GPS Director.

Master of Science Programme in Research Medicine |

Students may apply for admission to the Master of Science Programme in Research Medicine if they have completed the first three years of the MBChB Programme and have passed the First Professional Examination. |
|||||||||||||||||||||||||||||||||||||||||||||||||||||

The Programme shall be taken only once. On completion of the Programme, students shall continue the MBChB Programme and the degree will only be granted in conjunction with the award of MBChB after fulfilling all requirements for the MBChB Programme and the Master of Science Programme in Research Medicine. |

Bachelor of Science Programme in Medical Studies |

On completion of the first four years of the MBChB Programme, students may apply for admission to the Bachelor of Science Programme in Medical Studies with the proviso that they have satisfied the University Core Requirements prescribed for a bachelor’s degree as stipulated in Regulation 9.1 and detailed in Annex 2. |

13.2 |
Upon admission to the Bachelor of Science Programme in Medical Studies, a student shall cease to be a student of the MBChB Programme and re-admission to the MBChB Programme is not allowed. |

14.0 |
Re-instatement |
|||||||||||||||||||||||||||||||||||||||||||||||||||||

A student who has withdrawn from the University for reasons other than academic ones may apply in writing to the Registrar for re-instatement as a student. Such an application shall be considered by the Board of the Faculty of Medicine. No student who has been required to discontinue studies at the University because of unsatisfactory academic performance or has withdrawn to avoid such discontinuation shall be re-instated. |

A student shall be eligible for the award of the degrees of MBChB if: |

s/he has satisfied the prescribed course and module requirements; |

s/he has passed all Professional Examinations as stipulated in the foregoing regulations within the maximum period of study; and |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(c) |
s/he has fulfilled the University Core and Faculty Package Requirements as provided for in Annex 2, except for students admitted with Advanced Standing or granted exemption as detailed in Annex 1. |

15.2 |
A student may be considered for the award of the degrees of MBChB with honours if: |

(a) |
s/he has obtained a minimum of three subject distinctions in the Professional Examinations, at least one of which is in the (Part II) Third Professional Examination; and |

s/he has passed each and every Professional Examination at the first attempt. |

15.3 |
A student who has successfully completed the course requirements of the Bachelor of Science Programme in Medical Studies shall be awarded a Bachelor of Science degree with one of the following classifications: |

The classification of the Bachelor of Science degree shall be based on the grade point average of the relevant courses at levels and with choices as specified by the Board of the Faculty of Medicine according to the standards and conditions as specified by the Senate from time to time. |

A student shall be eligible for the award of the degree of Master of Science if: |

(a) |
s/he has fulfilled all the programme requirements of the Master of Science Programme in Research Medicine; |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(b) |
s/he has passed all the assessments and obtained a cumulative overall GPA of at least 2.0; and |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(c) |
s/he has finished all graduation requirements for the MBChB Programme. |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|

Fitness to Practice Committee |

17.1 |
A student shall be prohibited from patient contact if s/he is under the investigation of the Fitness to Practice Committee. |

17.2 |
A student may be temporarily suspended by the Dean of the Faculty of Medicine from the MBChB Programme for a specified period of time if s/he is under the investigation of the Committee. |

No student shall be recommended for provisional registration with the Hong Kong Medical Council: |
|||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(a) |
if s/he is under the assessment/investigation of the Fitness to Practice Committee; or |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(b) |
if s/he is deemed to be unfit to practice medicine by the Fitness to Practice Committee. |

|

18.0 |
Disciplinary Action |
|||||||||||||||||||||||||||||||||||||||||||||||||||||
18.1 |
A student who violates any rule or regulation and/or commits any misconduct, including but not limited to the following non-exhaustive list of potential violation committed: |
|||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(a) |
defamation of or assault on or battery against the person of any member of the University; |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(b) |
wilful damage to or defacement of any property of the University; |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(c) |
theft, fraudulent use, misapplication of University funds or property of any kind; |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(d) |
academic dishonesty; |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(e) |
an offence in connection with tests or examinations or violation of any of the regulations governing conduct at tests or examinations as approved by the Senate from time to time; |

falsification or serious misuse of University documents or records; |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(g) |
refusal to comply with any regulations or orders by authorized persons and bodies prohibiting any conduct which disrupts teaching, study, research, administration or normal activities of the University; |

(h) |
any conduct which is detrimental to the reputation and well-being of the University; |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(i) |
an offence of an immoral, scandalous or disgraceful nature of which the student has been convicted in any court of law; or |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(j) |
misrepresentations or false statements made in any application or document submitted to the University; |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
shall be disciplined by the Senate Committee on Student Discipline or other disciplinary committees as appropriate, including but not limited to Board of Faculty and College Assembly of Fellows as shall be vested with authority in handling matters pertaining to the discipline of students, in accordance with the nature and gravity of the offence. |
|||||||||||||||||||||||||||||||||||||||||||||||||||||
18.2 |
Disciplinary action may result in a penalty in any one or more of the following forms: |
|||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(a) |
reprimand issued by the disciplinary body concerned; |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(b) |
suspension from part or all of the rights, privileges and/or the use of part or all of the facilities of the University for a specified period of time; |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(c) |
demerit(s), of which a total of three may result in termination of studies at the University; |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(d) |
suspension from the University for a specified period of time; |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(e) |
termination of studies at the University; or |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
(f) |
any other form as the Senate Committee on Student Discipline or other disciplinary committees (as the case may be) may deem fit. |
||||||||||||||||||||||||||||||||||||||||||||||||||||
|
Penalty (d) or (e) may be imposed only with the approval of the Senate Committee on Student Discipline, with authority delegated by the Senate. Any penalty imposed as a result of disciplinary action may be entered into the transcript of the student’s academic record. |
Annex 1

Exemptions for Admission to MBChB Programme with Faculty Advanced Standing |
||
|
||
1. |
Students who have already obtained a bachelor’s (or higher) degree in a science (and related) discipline at a recognized university may be admitted with advanced standing under the following provisions: |
|
|
l |
normative period be reduced by one year; |
|
l |
exemptions be given for the 9-unit Faculty Package Requirement and 11-12 units of General Education courses under the University Core Requirement (these students will need to take 5 units of University GE, including one course of GE Foundation Programme and 2 units of courses in Area A, and 2-3 units of College GE courses depending on their College affiliation); and |
|
l |
exemptions from the 8-unit English Language Requirement if the bachelor’s degree was awarded by a university using English as the medium of instruction*; or |
|
l |
exemptions from the 5-unit Chinese Language Requirement if the bachelor’s degree was awarded by a university using Chinese as the medium of instruction#. |
|
|
|
2. |
Students who have successfully completed a study programme of at least two years’ duration at a medical school whose curriculum is similar and compatible to CUHK’s may be admitted with advanced standing with the following provisions: |
|
|
l |
normative period be reduced by one year; |
|
l |
exemptions be given for the 9-unit Faculty Package Requirement and 11-12 units of General Education courses under the University Core Requirement (these students will need to take 5 units of University GE, including one course of GE Foundation Programme and 2 units of courses in Area A, and 2-3 units of College GE courses depending on their College affiliation); and |
|
l |
exemptions from the 8-unit English Language Requirement. |

3. |

normative period be reduced by one year; |

exemptions be given for the 9-unit Faculty Package Requirement and 11-12 units of General Education courses under the University Core Requirement (these students will need to take 5 units of University GE, including one course of GE Foundation Programme (except those who have already taken the course in their first degree) and 2 units of courses in Area A, and 2-3 units of College GE courses depending on their College affiliation); |

In addition to the “Exemption by Attainment from the University Chinese and English Language Requirements” (Attachment A), the “Framework on Advanced Standing to FYFD places with Various Entrance Qualifications” (Attachment B) as approved by the Senate shall also apply to non-JUPAS students as appropriate.

A student admitted to the MBChB Programme must complete (unless granted exemption*) before graduation 39 units of University Core Requirements and 9 units of Faculty Package Requirements as determined by the Senate from time to time:
